It is the standard screen-print ink on graphic tees: a PVC-based plastic layer that sits on the fabric surface, which is why the graphic feels rubbery and sealed. It is a plastic sitting on a garment worn against skin, and it is why a 100% cotton tee is not automatically a clean one.

Children have more skin surface relative to body weight than adults and their skin is more permeable, so anything that transfers from fabric transfers proportionally more. Organic cotton removes the pesticide load from the growing side, and a GOTS certification also restricts the dyes.
