In the US, sleepwear must either be flame-resistant or snug-fitting. Snug-fitting cotton sleepwear meets the standard through the fit rather than through a chemical treatment, which is why tight-fitting cotton pajamas exist as a category. Day clothes like rompers are not subject to the rule.
